Dr. Robert Cooper is executive director of the West Oakland Health Council, a nonprofit organization providing primary care, mental health and substance abuse recovery services at five clinics to residents of Emeryville, southwest Berkeley and north, east and west Oakland.
Carol J. Collins is an assistant agency director of the Alameda County Social Services Agency, overseeing the Children and Family Services department. She is also assistant director of the Alameda County Health Care Services Agency. Collins has spent most of her career in the department of Children and Family Services and has worked in every program area: emergency response, dependency investigation, family preservation, family maintenance, family reunification, long-term care, shelter care, independent living skills, child welfare worker, training, and adoptions.
