Vanessa Baird is the California Department of Health Care Services' deputy director of health care policy. Previously, Baird was chief over the Office of Multicultural Health, which served as the California Department of Health Services' focal point for improved planning and coordination of activities and programs related to racial and ethnic populations in California.

Stan Rosenstein is a principal advisor at Health Management Associates. Previously, he was deputy director of medical care services and head of Medi-Cal for the California Department of Health Services. He began his career in state government in 1974 and joined the California Department of Health Services' Medi-Cal program as an analyst in 1977.

Sandra Shewry is president and CEO of the Center for Connected Health Policy. She took a leave of absence from June to December 2010 to serve as a consultant to the state of California on implementing health care reform. Previously, she served as director of the California Department of Health Services, having been appointed by Gov. Arnold Schwarzenegger in March 2004. Prior to its reorganization, the California Department of Health Services was one of the largest departments within state government with a budget of $36 billion and 6,000 employees.

Dr. Richard J. Jackson is a professor and the chairman of environmental health sciences at UCLA's School of Public Health. Previously, he was an adjunct professor of environmental health services at the UC Berkeley School of Public Health. He also served as state public health officer for the California Department of Health Services. His responsibilities included direct leadership and oversight of the department's public health-related activities.

James A. Crouch is executive director of the California Rural Indian Health Board. He is a member of the Cherokee Nation and overseas a multi-funded tribal organization providing direct health care services, technical assistance and advocacy to more than 45 tribes in California. Crouch received a bachelor's degree from the School of International Services at American University in Washington, D.C., and earned a master's in public health at the University of California, Berkeley.

Ms. Eileen Kunz is the director for policy and government relations for On Lok Inc. On Lok is a comprehensive health plan that provides long-term care for eligible seniors living in San Francisco and Fremont. The program offers full medical care and support services with the goal of helping seniors live at home and in the community for as long as possible.
