Teri Boughton is a senior program officer for state health policy at the California HealthCare Foundation. Previously, she was the chief consultant to the California State Assembly Committee on Health, a state assembly committee with jurisdiction over health care, Medi-Cal, mental health licensing of health and health-related professionals, and long-term health care facilities in California. Boughton worked with five other consultants to provide research and analysis on health policy issues that came before the California State Assembly Committee on Health.

Lucien Wulsin is an attorney in Los Angeles specializing in health law and health policy. He is director of the Santa Monica-based Insure the Uninsured Project, where he is working on approaches to expand coverage for uninsured working Californians under grants from The California Wellness Foundation, The Blue Shield of California Foundation and The California Endowment.
