For hundreds of thousands of Californians waiting for their Medicaid applications to be processed, affordable health coverage is still a dream. The delays, partly caused by tech glitches, come with real human costs for those in application limbo and in need of care.

Stan Dorn is a senior research associate at the Urban Institute. He is an expert on Medicaid, SCHIP, auto enrollment strategies for providing health coverage, Health Coverage Tax Credits and the uninsured. Previously, Mr. Dorn was senior policy analyst at the Economic and Social Research Institute, where he focused on strategies to cover the uninsured.

Carmen Burgos is program manager for the Kern Health Consumer Center (KHCC), a service agency that helps low-income residents of Kern County navigate the health care system. KHCC is a project of Greater Bakersfield Legal Assistance, a nonprofit organization offering free legal services in civil matters to low-income residents of Kern County. KHCC is a part of the Health Consumer Alliance, a united effort of nine legal services agencies to address the health access problems of California consumers, particuarly low-income consumers.
