Last night, a group of San Francisco Bay Area health journalists got some intriguing health reform story ideas from one of California’s better-known health policy experts, Marian Mulkey of the California HealthCare Foundation.

After California voters soundly rejected several proposals to mitigate the state's staggering $21 billion budget deficit, Gov. Arnold Schwarzenegger is suggesting unheard-of cutbacks in health and social programs. This time, the discussion isn't just about cutting money from the Healthy Families subsidized health insurance program, it's about scrapping it altogether.

Toby Douglas has served as senior manager for the Medi-Cal program since 2005. He also oversees Children's Medical Services and Primary and Rural Health Programs. He previously worked as deputy director and manager of health access initiatives for San Mateo County Health Services.
