When he turned 55 in September, Michael Rosenberg saw the health insurance premium for himself and his wife go up to $2,391 a month. A self-employed marketing consultant and tech writer, he can't find anything less costly. He doesn't qualify for California's Pre-Existing Condition Insurance Plan, which launched Oct. 25, unless he lets his insurance lapse for six months. He doesn't want to let his coverage lapse because he has a chronic condition that he says is under control with inexpensive drugs.
