The neighborhood has been a pollution dumping ground for decades.
The Bay Area air district is currently weighing a proposed cap on greenhouse gases and pollutants coming from the five Bay Area refineries. The cap would in effect freeze local refineries at their current levels of production.
"There exists a class of hyper-polluters — the worst-of-the-worst — that disproportionately expose communities of color and low income populations to chemical releases," researchers write in a 2016 paper.
