Hellan R. Dowden is founder and CEO of HR Dowden & Associates, a consulting group that represents clients with interests in health, education, social services, children, work force investment and training, technology and the public sect. She also co-manages Teachers for Healthy Kids, a collaboration of the California Teachers Association and the California Association of Health Plans, funded by The California Endowment to enroll kids in health care through schools. She represents county-organized health systems in Yolo, Napa, Solano, Santa Cruz and Monterey counties. She also does health care consulting for various groups. From 1993 to 1998, she served as director of the California Senate's majority whip office, where she was responsible for legislative and policy issues for the majority party in the California Senate. She supervised and implemented special projects for Senate Democrats, including Healthy Families outreach programs. She also produced information for senators and their constituents on issues such as health, education, aging, workers' compensation and tax assistance. Previously, she served as director of the California State Senate Democratic Caucus, as a legislative advocate for the city and county of San Francisco, as a lobbyist for San Francisco to the Legislature and state government, as executive director of Planned Parenthood Affiliates of California, and as legislative director of the California State Council of Service Employees International Union (SEIU). She received a master's in public health (with a specialty in planning and policy analysis) from the University of California, Berkeley in 1980. She graduated from Ohio State University in 1966 with a B.A. in sociology and anthropology.
