Biography
Kristen Testa is director of the California Health Program for The Children's Partnership, a national nonprofit, nonpartisan organization that undertakes research, analysis, and advocacy to place the needs of America's nearly 70 million children and youth -- particularly the underserved -- at the forefront of emerging policy debates. Before joining The Children's Partnership, she served as the assistant secretary for program and fiscal affairs for the California Health and Human Services Agency, where she oversaw the policy and budget issues for the Healthy Families and Medi-Cal programs. In addition, she served as an ex-officio member representing the secretary on the Managed Risk Medical Insurance Board. Prior to her state political appointment, she worked for Sen. Daniel Patrick Moynihan, D-N.Y., ranking member of the Senate Committee on Finance, on legislation involving Medicaid and the Children's Health Insurance Program (CHIP). She received a master's degree in health science from the Johns Hopkins School of Public Health and Hygiene and a bachelor's degree from Tufts University.
