Lucien Wulsin is an attorney in Los Angeles specializing in health law and health policy. He is director of the Santa Monica-based Insure the Uninsured Project, where he is working on approaches to expand coverage for uninsured working Californians under grants from The California Wellness Foundation, The Blue Shield of California Foundation and The California Endowment. Wulsin is author of "California at the Crossroads: Choices for Health Care Reform," a study on California's options to redesign its health care system, and a "Health Care Options Report" describing opportunities and recommendations to develop affordable health coverage for all low- and moderate-income Californians. He has represented numerous health care organizations throughout California on efforts to increase funding, care and coverage for the uninsured. From 1984 to 1992, he served as chief consultant to the Special Committee on MediCal Oversight of the California State Assembly, where he worked closely with Assemblyman Burt Margolin on reforms in purchasing health insurance for small employers, funding for the uninsured in trauma centers and county health systems, sanctions for the dumping of uninsured patients in hospital emergency rooms, and better coverage for prenatal care and preventive services for children and pregnant women. From 1979 to 1983, Wulsin worked at the National Health Law Program, litigating and teaching Medicaid and cost containment issues throughout the country. From 1970 to 1979, he worked as a senior attorney with Greater Boston Legal Services, as a clinical associate at Harvard Law School, and as a staff attorney with the Boston Legal Assistance Project, specializing in Medicaid and health issues. Wulsin is a member of the bar in California and Massachusetts and a graduate of the University of Virginia Law School and Trinity College.
