With the annexation of the Roseland neighborhood by the city of Santa Rosa, one of the things that has not changed is the high rate of students qualifying for free and reduced lunches at school. Nearly 90 percent of students in the district are eligible for this key boost to their health — that’s according to the California Department of Education.
