Kelliann “Kelli” Duncan is a freelance investigative journalist and recent graduate of Northwestern Medill’s master of science in journalism program. Duncan has previously reported on local government, the court system, housing and general news for outlets like South Side Weekly, Illinois Answers Project, The Chicago Reporter and Vail Daily. Duncan graduated from Butler University in 2018 with bachelor’s degrees in journalism and political science. Duncan was awarded first place in business reporting by the Illinois Associated Press Media Editors for an article published with the Northwest Herald in 2021. For the 2023 National Fellowship, Duncan, along with Laura Pérez Sánchez and Natalia Salazar, will investigate how the Puerto Rico Police respond to mental health emergencies and how reforms mandated by a 2013 federal consent decree have impacted their treatment of people with mental illness.
